Polarization

11.5.1
Polarization is defined as when light or other radiation are restricted vibration to one plane due to passing through a polaroid.

Reflected light is all polarized. The intensity of said polarization is due to the angle of incidence.

11.5.3
Brewster's angle is the angle that creates complete polarization, with the refracted and reflected rays being perpendicular (at 90 degrees.)

Since the incoming ray approaches perpendicular to the surface of the water the angle between the incident and reflected ray will not be great enough to satisfy Brewster's angle.
